It occurred to me as an afterthought that the ? in Andras' email could be 
a character-replacement mark instead of a question mark.

Indeed it is:
$ echo xn--80a.foo | idn -u --quiet
а.foo
$ echo xn--80a.foo | idn -u --quiet | iconv -t utf16 | od -tx2
0000000 feff 0430 002e 0066 006f 006f 000a

U+0430 is CYRILLIC SMALL LETTER A

Still, the following applies:
