IIRC placement of $(all_libraries) doesn't matter.
It's $(all_includes) which must be "after all local includes, like -Ifoo or -I.. or -I$(srcdir)/foo"
For libs, local libs are given with an explicit path (foo/libfoo.la) so there's no confusion with -L.
