Wouldn't "Please email foo@bar to report bugs." be better, or even "Please 
report bugs to foo@bar." ?

The 'use' in "Please use bram..." is not generally used to indicate 
interaction with a person (except possibly in a derogatory manner).  At 
least, that seems to be how it is for American English.
