Exactly, this is the original plan..
That's why exists a "stable" tag, like coolo said
My plan is release a tarball for any keg categorie starting on 3.5 release.  
Maybe for 3.4.2 too.
If app match the two basic requirements, have and stable tag with last stable 
release and compile against the current KDE main release, they can be in 
tarball. Simple decision.
