What is "better" sorting ?
If all names are already lowercase, it doesn't matter.
If some names are in uppercase, then the locale decides how to sort names with 
upper/lowercase. (In some locales Uppercase words are at the beginning, in 
others at the end, and probably on others intermixed).
I would let the locale decide what to do here.
