Don'tdistributors split kdeaddons into many packages, konq-plugins being one 
of them? Even if they don't - there are no other apps in kdeaddons that 
install konq plugins.

Basically, my viewpoint is this:

- Any plugins in the kdeaddons/konq-plugins should be activated by default

- Any plugins anywhere else, installed by any other app, should not (unless 
they are in kdenonbeta or something, in that case who cares)
