The whole thing is based on protocol://[host] [absolute path] which leads to the file:/// thing, when you leave out local host. For many protocols this is useful. If a program is started as 100% file browser I guess that it can be started showing only the path to the file or directory set as defualt but when other protocols are going to be used it would be smart to follow the specification, no matter what we think looks pretty or is easily understandable, an extra / won't kill anyone.
