Agreed? Who has a agreed to what?

It's a RFC, it is a suggestion for a standard, but if people dont follow it, 
it is not a standard.
Applications even accept the KDE-format for backwards-compatability, if we 
keep the format, it will be kept for KDE-compatability instead.
