No. If you want to be doing any validation on it switch it to XML Schema 
or RelaxNG but not DTD. Order on the tags just doesn't make any sense. 
And would make hand editting incredibly hard. You'd suddenly have to 
remember not only the base syntax but the exact order of tags, and we 
do have quite a few.
