This has nothing to do with code maturity, it has to do with the development cycle.
KOffice has a different development speed than the rest of KDE, and we started
a major reworking recently (the OASIS file format) so there isn't something new to 
release from KOffice when there is a new KDE version to release, and vice versa.
We don't have enough developers to be able to match KDE's development speed,
possibly, and to align on its schedule (meaning that we wouldn't be able to start
such big changes that take a long time, when we need to have something stable
to release in a shorter time frame).

If the kdepim developers feel they also have a different development cycle,
why not.
