That is actually also my preference, you mistook me raising the issue for me wanting to implement it in as library. I did not suggest a specific implementation to keep the discussion broad, which seems to have succeeded. So the next step is to decide on a path to take, or rather to work on one. Perhaps getting in touch with the netwm body makes most sense if we want to pursue "c)".
