A 3.1 kapptemplate would be designed to work with a KDE 3.1. If you want a KDE 
3.0 app, you'd take kapptemplate from kdesdk 3.0.

What would be helpful, though, would be to have a macro that would set the 
minimum defaults per revision. That is, one would put in his 
configure.in(.in):

KDE_SET_DEFAULTS(3.0)

and that macro would automatically set the minimum requirements for Qt and 
other dependent libs. If the programmer decides he's going to work against 
KDE 3.1, he'd just change that to 3.1.

And the default for that default would be, of course, the latest version, 
which is what is in CVS.
