Not sure I understand your question. All bug changes sent to kde-bugs-dist
is no problem as you have to provide the text for the emails sent anyway
and adding a Cc: there is a one liner in a web interface.

What you mean with khtml<->kfm-devel I don't know, when we used
a contact as owner for a package at bugs.kde.org then we can do the
same with bugzilla
