This was about Alt+letter, you are talking about Ctrl+letter :-]
There is code in KApplication that can catch conflicts between Alt+letter
style accelerators but I don't know how it works.
It checks two keys from the config file:
[Development]
CheckAccelerators=some_string
StrictMenuCheck=true|false
No idea what some_string is supposed to be.
