Your idea sounds more feature rich. I'll have a look if I can reuse your code.
My very basic implementation is in kdelibs/kate/part/katehighlightdownload.*

Eg  in kwrite you can access it Settings->Configure 
Editor->Highlighting->Highlight Modes->Download
