The kcm's as they are are quite excellent.

They allow to configure each item separately down to the user's needs.
What's still missing is the feature that makes it possible to install a w=
hole=20
bunch of settings for icons, sounds, system-events, backgrounds, styles,=20
win-decoration, widget-settings, launch feedback, panel-settings, colors,=
=20
etc. at once.=20

Ideally a new thememgr would offer an easy to use frontend to install a t=
heme.
The user would have to care not at all about the "type" of the theme (the=
 user=20
doesn't want to have to choose the codec in a mediaplayer explicitely=20
either): He could just select an icontheme, a KDE-meta-theme, a GTK-theme=
, a=20
Windows-Theme and KDE install it. While/After installing it the user can=20
optionally select/deselect parts of the theme (if it is a meta-theme) or=20
finetune the whole look using the kcm-modules.
