The kcm's as they are are quite excellent. They allow to configure each item separately down to the user's needs. The user would have to care not at all about the "type" of the theme (the= user=20 doesn't want to have to choose the codec in a mediaplayer explicitely=20 either): He could just select an icontheme, a KDE-meta-theme, a GTK-theme= , a=20 Windows-Theme and KDE install it.
