Hi!

To access KDE_VERSION* you currently need to include the heavyweight 
kapplication.h. Worse: You actually have to know beforehand what 
version you have, since for 2.x you need to include kapp.h.

I know that we can't do anything about 2.x anymore, but for >= 3.0, we 
should probably provide these defines in a separate header. Possible 
names:
kde.h
kdeversion.h
kdeconfig.h <- this seems to be a widely use pattern
