I asked about that on xdg-list and got something like "tread all schemes 
equally" (sorry, lost the archive).
The point is that this URL is used to generate the MD5 hash and it doesn't 
make too much sense to use a common cache location when the file names won't 
match. The examples in the standard use three slashes, which seems to be what 
GNOME et al. use.
