The following non-KDE programs quit on ctrl-q:
gimp
lyx
xv
gv
acroread
ethereal

Just to name a few important non-KDE apps.
Only broken programs (and programs using broken widget sets) don't 
listen to this shortcut.

Also please note that WM Close (Alt-F4 or Alt-Esc or whatever) and Quit 
(Ctrl-Q) are not always the same. Take for example The GIMP:
If you WM Close an image window or one of the dialogs then only this 
dialog will be closed but if you WM Close the main window then the 
application quits. OTOH, Quit in an image window or in the main window 
quits the app (as one would expect). Ergo, WM Close and Quit are _not_ 
equivalent. And now please don't tell me that The GIMP's behaviour is 
broken. The GIMP behaves exactly as the user would expect it to behave.

Just because WM Close and Quit trigger the same action in Konqueror (and 
many other KDE apps) doesn't mean that they trigger the same behaviour 
in all apps.

I hope I have finally convinced your that your following statement is 
wrong:
