Why do you need three weeks ?
a RC should be packaged and tested, if critical bugs / packaging pbl are found 
in the next days , then do another RC with just this bug corrected, otherwise 
simply rename them to  'final' packages
between RC and final there should not be more than a week i think, but i may 
forget some steps...
