They do show up. If anyone can tell me how I grab a window with a 
tooltip w/o the tooltip showing as a black box in the grabbed picture, 
I can send you proof of this, too.
  This is also there in Mandrake's 2.1.2 packages.

The screenshot below was made on current CVS Konqi (well, a week old) 
after selecting Text position->Text aside Icons from the toolbars' 
context menu. As you can see, the colour is definitiely _not_ different 
for I checked the same in Mandrake's 2.1.2 packages: It works well 
there.
