I was planning to take care of this user (Carsten already forwarded his 
message to me). I see he found the solution by himself in the meanwhile. I 
also resubscribe to kde-devel. Appologizes ... :-)

Adding a new layout is for the moment an X thing. No way to distribute it with 
KDE and have it automatically included (unless distributions would like to 
take care of such a mess). The solution will be to enhance kxkb to bring it 
to the level of the old kikbd. I believe the XKB lib (API) lets a programmer 
to play with layout representations. Anyways, for the moment, layout file has 
to be distributed by X11 distro and it has to be properly included in the 
rules files.
