I think the banner is OK for modules that can *only* be run as root - 
but is misleading for mix-mode modules (plus it also takes up too much 
space). Couldn't this information be placed on the left hand "Help" tab?
If it is to be used in any form, then I think it should also have extra 
text for any mix-mode modules - stating that the user can alter their 
own personal settings, and alter system-wide settings by selecting the 
"Administrator mode" button.
