I have not thought it this way but this is a wise remark. Yes as a new project we could settle on GPL 2+.

We will have some trouble with the data. As I mentioned the idea is to reuse the data (dataset, graphics, voices) in GCompris and we have many that are also under GPL 3+.

Personally I see no problem with having GPL 3+ data sets. For that matter I don't really see a problem with specific applications using GPL 3+ (though I wouldn't myself). The main downside is that it means that none of the code can be promoted to kdelibs should it prove useful in a wider context.
