Based on the description of the history of the project, it sounds like all the previous developers were employed to work on the project, in which case it seems likely that Monica's company owns the copyright to the entire codebase, in which case you'd need to talk to Monica (or whoever the current CEO is) about changing the licence. However, if the last version of KTooN was GPL2, and you've written everything that has been added since yourself, there should be no problem officially changing Tupi to GPL2 to make it a KDE project, without needing any permission from Monica's company.
