adding ksimeserv - previously in libkdegames
This program is capable of configuring KMessageServer of libkdegames. I don't
wont to put this to kdegames/libkdegames but I don't want to delete it either.
We'll see what will be done with this.

Needs to have libkdegames installed - I should really write a configure check
