Well, this has been gone over many many times.. but one more time
(very quickly).  The xmlrpc daemon's *main* purpose is to allow
scripting of KDE apps from anywhere.  It can certainly be used
locally... but honestly, we've got so many dcop bindings, it's not all
the necessary.

However, I am acutely aware of the security concern that it poses.
Therefore, I am going to give it an option to work only locally.
I don't think I will have time to do this this week and I'm on
vacation next week so it'll have to be sometime in June.
