Log Message:
- added tons of QWhatsThis
- added a module description
- Made applet fit into kcontol w/o triggering
  vertical scrollbars: Show only settings for
  VBR or CBR depending on the setting rather
  than enabling or disabling it. Still has
  a minor layouting issue when selecting VBR.
  Can anyone look into that one?
