Right.  I know about them and used them, well sort of in the shorturi filter.
The main reason behind this however is the ease with which one can create
and distribute such files to user and even without the Import/Export
functionalities.

I will give on this point, however, how about this: people would
be discouraged from simply entering whatever they wish as a
user-agent string since it is not readily modifyable ?  hehe even
the down side has benefits IMHO, ofcourse I could be wrong we'll
see.
