Support SNDCTL_DSP_SETFRAGMENT, which allows applications to modify the
fragment size/count via ioctl. Changed SNDCTL_DSP_GETBLKSIZE to generate
more reasonable responses in combination with the other change.

These changes make the flash plugin work right with konqueror and artsdsp.
