kfloatingdialog implemented for sidebar, can now be undocked to become
a dialog and redocked to the view, and can be shifted to either side.  
Improvements to layer navigation. Misc. fixes for tools. New layers now 
come to front when created, and are created transparent by default 
(except backgroud layer). New methods to get information about position 
of each layer in terms of canvas for canvas updates related to layer 
placement.
