Log Message:
GUI: When the "hover" links feature was added, the behavior of the
"Underline Links" checkbox changed.  Instead of being "Underline
Always" and "Underline Never", it became Always and Hover... and not
everybody likes Hover.  So I added a config setting and changed the
checkbox to a radio button so that we can have all three, Always
(Underline), Never, and Hover.

Now to go make the necessary change in khtml
