klipper's actions are hardly usable with konqueror/netscape (that popupmenu
when selecting something in the location-edit is *%§$Ä)
So now klipper has a list of WM_CLASS names it matches against the active
window before "actions" are invoked. On match, the action is not invoked.
Configuration in your klipperrc:

[General]
No Actions for WM_CLASS=Navigator,konqueror

Making that configurable on a per-action basis would be nice... maybe 2.0.1
