Log Message:
Better handling for when kwin is not started, then accesses desktops Kicker was
never told about when it does start ;-) We don't need to keep data around for
this, just check against the btnList count when a desktop is set.

I also cleaned up the API to get the panel position. KApplets can use dcop (I
will be making this part of the official API), internal plugins use inline
methods in internalapplet.h. They used to use dcop too but that was just me
being stupid and lazy and no longer works on startup :P
