Because Shaman is (better: will be) not KDE only. At the moment, there
is a console client and a KDE client. There would be no problem to add
an GNOME client or something completely different later.

Actually, there are already templates that have nothing to do with KDE
in the template repository. 

So it seems better for me to use /usr/local/share, but if you prefer,
just say

configure --with-templatedir=$KDEDIR/share/apps/shaman
