Then something is broken with your gcc installation.  liblto_plugin.so is 
installed into libexec_subdir, which is amongst those used for 
-print-prog-name (that's where cc1 is searched), but not those for 
-print-file-name (that's where e.g. crtbegin.o is searched).  Some 
installations happen to use the same directories for both.  So what are 
the paths for you (list crtbegin.o, cc1 and liblto_plugin.so)?
