i did a survey of the items earlier and they tend to either specific to e.g. 
desktop search (so belong with the strigi/nepomuk panels) or are not 
"behaviour" issues (more look 'n feel, for instance)

this change was based on user feedback (discussion on forum.kde.org as well as 
some people supporting users in their family and school), some brief testing 
here locally (only 2 people, though)...
