yes. if you pick a wallpaper that has interaction, it gets priority. otherwise 
either the wallpaper will never get a chance to interact with the user _or_ 
both the wallpaper and the ContainmentActions will trigger which is very 
confusing and obviously not wanted.

we have the desktop toolbox to prevent such things from becoming blocking 
problems. such an elegant solution, that little thing is :)
