SVN commit 976907 by mpyne:

Remove as much KDE 3 and Qt 3 specific code as I can think of.  Specifically:
- Goodbye recreate-configure
- Goodbye no-rebuild-on-fail
- Goodbye unsermake support code and options.
- Goodbye configure-flags (except for qt-copy)
- Goodbye inst-apps
- Goodbye use-stable-kde
- Goodbye valgrind support (they don't use svn.kde.org anymore)
- Goodbye /admin dir support.
- Goodbye l10n for KDE 3 support (though it probably never worked)
- Goodbye qt-copy 3 support.
- Goodbye 0.97 backwards compat hack.
- Goodbye Makefile.cvs support.
- Goodbye auto-rebuild for Makefile.am and configure.in.in updates.
