SVN commit 886303 by jlayt:

Add locale support for SL Sierra Leone.

Add locale support for TL Timor-Leste, formerly known as TP East Timor. TP is
still supported for now for migration purposes.

Add geographic region Eastern Africa, see bug 144966.

Add entities.csv listing all entities with ISO and FIPS codes and KDE status.

Update README file.

Phew, just made the strings freeze cut-off :-) Will clean-up installation and
usage in a separate commit.
