SVN commit 819954 by jpetso:

The 16x16 version of system-users was still the
former all-in-black version, for which there is
no SVG source and which looks out of place when
compared to the other versions of this icon.

Therefore, replace it with a rendering of the
current image, even if that doesn't have as much
contrast on white backgrounds as the former one.
