NEW: Kexi introduces tabbed interface local toolbars

Main Window
- tabbed toolbar: delayed tab switching on mouse hover (0.5 sec)
- standard actions work
= fixed "close window" button
- Property Editor is now visible only when there are properties to edit
  (i.e not in Data View)
- fixed switching between context of current tab (window), 
  so e.g. Property Editor and Find window are properly updated
- Tabbed Toolbar gets Kexi menu and help area
- support for User Mode reintroduced
- fixed presentation of "dirty" state for designed object
- "save" button added
