I was just about to do that when I read this on kate-editor.org:

To use a .kateconfig file you first have to enable the feature

So I don't think .kateconfig is really all that good (yes the settings are
in a common place) as users first need to activate it. modelines that
are embedded in the document are activated upon first save of the
document (in KDE3, not sure if this is fixed in KDE4).
