Well, this is a valid unix path. It shouldn't be coerced into c:\foo.

I've seen this notation, too. Java-apps support it. Many unix-apps ported to 
win32 support it.

Can a schema (protocol) consist of a single letter? In theory, yes, but I 
don't think we'll hit any compatibility trouble in the real world if 
<single-letter>:/ is interpreted as the start of a windows path.
