When you *just* try to launch an application via any of the application 
buttons placed on the quicklaunch area (or however it is called, the one 
between the kmenu and the minipager), the tooltip halfway pops up and you 
have no chance being fast enough so that this visual flicker doesn't happen. 

I've therefore increased the popup-delay so that you can manage to click on a 
button without triggering to tooltip.

Thanks, I suspsect it is because of the hide-delay (which for some reason 
doesn't seem to have an effect here.. it certainly does not stay for 2s).
