CMake doesn't mean that we requires kde.

There is not macro which requires kde into it.
You can release it separately from kde.

Now you can take taglib directory and call "cmake ../ && make" and create lib.

cmake is not a requires on kde.

With cmake it's not necessary to use automake and admin directory which is not 
supporting now (in trunk).
