Getting closer with the KDevEnv...

A bit about this: KDevEnv will handle all the
environment variable configuration for kdevelop
and all of kdevelop's plugins.  The configuration
dialog will list all of the currently running
process' environment variables and allow the user
to add new variables or change existing ones.  Any
change the user makes will result in the actual process
changing environment.  All process' created from KDevelo
should inherit this environment.
