SVN commit 445954 by bmeyer:

Change KDE usability rule concering toolbars to NOT require everything, but only \
                common actions for the application (see wording of the change for \
                details)
-This has been discussed a number of places on irc and more importantly on the \
usablity list and the exact change has been posted to the list.
