I did not talk about harm, just wondered about strange expectations due to 
nescience. But harm could happen if you add this to KDE 3.4.1 changelog...

Usually same day as tagging and if not the next one.

You can safely assume that I know when the tarballs were created and if 
tarballs will be recreated.

"Packagers testing own packages/releases" is a wrong belief as experience 
shows. Now you even expect them to test all applications for regressions
(and better as all users/developer could do all the time with branch)?
