This could be fixed by calling the export-to-html code from encodedData(format) only,
i.e. on demand. But of course the real reason for having separate actions is that it
makes it easier to choose "copy plain text" vs "copy formatted text" for the cases
where the recipient doesn't allow choosing (e.g. a word processor).
So I'm in favour of the change, but just pointing out that the reason being given
isn't really the right one :)
